Introduction

Have your say on the draft Te Hiku o Te Ika-a-Māui Conservation Management Strategy (CMS). Submissions are open until 5 pm, Friday 11 October 2024.

The Department of Conservation Te Papa Atawhai (DOC) and Te Hiku iwi are developing a conservation management strategy for an area defined in Treaty settlements as Te Korowai.

Te Korowai area extends from the Hokianga Harbour and mid-point of Rangaunu Harbour northwards to Te Rerenga Wairua/Cape Reinga and includes Manawatāwhi (Three Kings Islands).

The CMS outlines a new pathway for sustainably managing public lands, waters, and the species within them over the next ten years. The aim is to bring together both Te Ao Māori and Pākehā perspectives.

What we're proposing

The new pathway in this CMS has been shaped by:

  • Treaty settlements that took effect from 2015
  • changes to community expectations and recreation patterns
  • changes to government policy and legislation.

The ideas in the draft CMS come from:

  • representatives of Te Hiku iwi - Te Aupōuri, NgāiTakoto and Te Rarawa
  • DOC staff
  • Treaty settlements, iwi and hapū environmental plans, DOC resource material
  • the Te Hiku Conservation Board
  • stakeholder groups.

Once the Te Hiku CMS is finalised, it will replace the Northland CMS for the Te Hiku region.

Key changes

The key changes from the Northland CMS are:

Tikanga Māori - It recognises tikanga Māori practices and processes that connect people to their ancestral lands and waters.

Co-governance - The co-authorship of the CMS, alongside other Treaty settlement redress such as the establishment of a new conservation board, provide for co-governance as set out in the Te Hiku Treaty settlement legislation. The CMS has a definition for co-governance consistent with Treaty settlements.

Climate change - It recognises climate change as a significant challenge. It also outlines how to adapt to and mitigate these changes to increase resilience.

Preference - It identifies circumstances where a reasonable degree of preference should be given to iwi when allocating opportunities or making decisions on concession applications. This is consistent with Te Hiku Treaty settlements.

We want your feedback on the draft to help us shape it and ensure that it reflects the diverse needs and perspectives of the community.

Your feedback is not just a formality – it’s a chance to shape how the precious resources in the Te Korowai region are cared for and managed over the next decade and beyond.

We will be holding online and in-person hui/events to discuss the CMS.

How to make a submission

Submissions are open until 5 pm, Friday 11 October 2024.

Before you make a submission, note that any submission you make is subject to the provisions of the Privacy Act 2020, Official Information Act 1982 (OIA) and Treaty Settlement legislation. Submissions will be provided to Te Hiku iwi, DOC staff and consultants and statutory bodies involved in the review and approval of the CMS and may be made available on the DOC website or released under the OIA to the public.

Submission forms provide information about how information may be used and by making a submission you are accepting these terms and conditions. However, you can identify information that you may like to keep confidential and provide reasons for this.

Note that information may still be released if your reasons for withholding information do not meet the tests under the OIA and Privacy Act.

Next steps

  • 5 August – 11 October 2024 - Submission period
  • October – December 2024 - The project team will analyse all feedback received
  • Late November/early December - Hearings for anyone who wants to speak to their submission
  • January – May 2025 - Workshops with Te Hiku iwi and Conservation Board to consider feedback and revise the draft CMS
  • June – November 2025 - Te Hiku Conservation Board to consider revised CMS and refer to the NZ Conservation Authority
  • December 2025 - NZ Conservation Authority begins considering revised draft and consults with Minister and Te Hiku iwi before approving CMS
